Julio César Bustamante Morales
Director | Celsius Risk Management
Julio César Bustamante Morales is a Director at Celsius Administración de Riesgos, a firm where he designs and implements management strategies for private-sector organizations, including Fortune 500 companies operating in Mexico. His work focuses on applying methodologies rooted in corporate intelligence to identify, investigate, and mitigate political and security vulnerabilities.
He holds a Master’s degree in Security Studies from Georgetown University and a Bachelor’s degree in International Relations from Tecnológico de Monterrey. Additionally, he possesses international certifications from Sciences Po in Paris and has completed specialized training in Russia and Hungary.
His institutional leadership capabilities were honed at the National Intelligence Center (CNI), where he served as General Coordinator of Intelligence and Director General of International Affairs. Previously, he acted as a strategic advisor on the presidential transition team responsible for transforming the national intelligence system. At the CNI, he oversaw operations across five directorates—including open-source intelligence, multi-source analysis, and the national information network. He also designed and implemented new data-cross-referencing processes using structured analytical techniques and coordinated efforts across multiple federal agencies to mainstream and operationalize the National Risk Agenda.
In the realm of global intelligence and security, he led high-level working groups and negotiations with authorities from the United States, China, Europe, and the Middle East, coordinating information sharing and joint actions regarding critical national security issues such as arms, drug, and human trafficking. Furthermore, he managed regional security mechanisms with El Salvador, Guatemala, Peru, and Belize to collaboratively address challenges affecting strategic sectors, and directed CNI’s overseas operations to mitigate transnational threats, thereby establishing an extensive cooperation network with counterpart intelligence agencies and foreign law enforcement bodies.
His professional background encompasses high-impact crisis management and international operations. He collaborated with Israeli and Qatari intelligence services to secure the release of a Mexican citizen in a complex international hostage case. Similarly, he facilitated the exchange of strategic information to establish communication channels following the hijacking of a commercial vessel in the Red Sea by an armed group from Yemen. Regarding major global events, he coordinated the CNI task force assigned to the International Police Cooperation Center during the Qatar 2022 FIFA World Cup. At an operational level, he has provided direct analytical support in highly volatile contexts, including handling kidnappings, managing crisis negotiations, and conducting investigations aimed at combating terrorism and organized crime.
Currently, through Celsius, he channels this experience into risk management and institutional intelligence, aiming to strengthen the operational resilience of organizations and companies. He addresses institutions’ most critical vulnerabilities by leading investigations focused on preventing and detecting corporate fraud and by developing strategic overviews to inform senior management decision-making. As an integral part of his services, he oversees the design of corporate security models, produces tailored intelligence products, and coordinates advanced crisis management protocols directly with clients. His approach is complemented by conducting audits of intelligence systems and developing administrative procedures that ensure business continuity in the face of emerging risks.
