José Garduño Torres
Executive consultant
José Garduño Torres has over 17 years of experience in intelligence and security, both in Mexico and internationally. He currently serves as an Executive Consultant at Celsius Risk Management, where he combines his public sector experience with a strategic vision aimed at helping organizations better understand their environment, anticipate risks, and make decisions with greater certainty.
Before joining the private sector, he held leadership roles at Mexico’s National Intelligence Center (CNI, formerly CISEN), where he served in various positions of responsibility, including Director General of International Liaison from 2021 to 2024. During his tenure, he held key roles—such as Area Director for Institutional Dissemination and International Liaison—working closely with foreign security agencies, embassies, and international organizations. He participated in cooperation strategies addressing transnational threats and managed intelligence for the highest levels of government.
Regarding his academic background and specialization, he holds a Bachelor’s degree in Latin American Studies from UNAM and a Master’s degree in National Security Intelligence from the CNI’s School of National Security Intelligence. He also earned a Diploma of Advanced Studies and a Doctorate in Contemporary Latin America from the José Ortega y Gasset University Research Institute and the Complutense University of Madrid. He complements this theoretical foundation with advanced training in critical areas such as cybersecurity, Open Source Intelligence (OSINT), anti-money laundering, counterintelligence, and criminal profiling. Throughout his career, he has also found teaching and training new analysts to be a meaningful way to share his expertise. Today, at Celsius, he applies this knowledge to assist organizations that seek not only to respond to risks but also to understand and anticipate them, while better preparing for the future.
