Julio Bustamante
Founding Partner
Currently the Director of Celsius Risk Management, he started as a security consultant in the private sector and later he served in various senior management positions in the National Intelligence Center of Mexico (Centro Nacional de Inteligencia). During this period, he oversaw international operations, achieving diverse national security objectives in partnership with more than 50 countries. He also coordinated the collection and analysis processes, and the administration of different information sources. In the private sector, he has advised and supported companies from real estate, energy, mining, financial and transportation sectors in the administration of their strategic risks and security with models based on intelligence. As a government consultant, he has developed and implemented projects for the creation of analysis and intelligence units, as well as public security programs and models for local governments.
He studied International Relations at Tecnológico de Monterrey, and holds an M.A. in Security Studies with a concentration in Intelligence by the School of Foreign Service of Georgetown University.
José Garduño
Executive Consultant
José Garduño has a renown professional and academic trajectory in national security and intelligence. For more than two decades, he has worked in key roles in academia and security. In the security sphere, he led international and national liaison, as well as the dissemination of intelligence products to their final customers. This led to the strengthening of institutional cooperation and risk analysis. In the academic realm, he is an accomplished professor and speaker in history, geopolitics and security known for his analytical capabilities and leadership in the coordination of international relations, risk evaluation and support to decision-making in high-complexity environments.
He holds a B.A. in Latin American Studies by the Universidad Nacional Autónoma de México (UNAM). Also, he holds a masters degree in Intelligence by the Escuela de Inteligencia para Seguridad Nacional (ESISEN), and has studied PhD level courses in Contemporary Latin America in the Universidad Complutense de Madrid.
